某夜，中国警方一举破获了由香港黑社会和大陆犯罪分子内外勾结的走私交易。这次行动由“雷霆行动组”直接指挥，生擒香港黑社会四龙帮老大陈雄，故意放走了四龙帮原老大龙山，引起了四龙帮与龙山派系的内讧。龙山迫于各种压力，投诚大陆警方，要求警方保护他和女儿的生命安全。化名为韩卫东、何良和“雷霆行动组”成员和化名为尤婷香港女警官分别从三个不同的角度潜伏介入香港“黑仔联盟”，由此揭开了“雷霆行动”的序幕。 由刘志豪指挥的“雷霆行动”，意在破获香港黑社会中组织严密，类似恐怖组织的黑仔联盟，陈雄和龙山均系黑仔联盟的骨干。陈雄顽固不化，把交待视作交易。因其罪行特别严重，被地方法院处以极刑。龙山虽是投诚，但也只是用一些黑仔联盟的毛皮搪塞警方。刘志豪欲擒故纵，引蛇出洞，放龙山回香港.....
