山中的水神村因为新知事横尾（大和田伸也饰）的公共工程审查而取消了水坝建设计划，这在村中引起了轩然大波。多年来，水坝的问题一直是秋月家和本位田家之间的矛盾点，两家互相对立，积怨已深。从事酿酒业的秋月家反对建设，而从事土木工程的本位田家支持建设，这两家是正妻和妾生的子孙，是亲戚关系。此外，十年前，秋月家的前任家主秋月善太郎神秘失踪。在这种情况下，代议士本位田大三郎的尸体被发现在水坝里。大三郎的死一度被认为是自杀，但他的女儿鹤代（坂口良子饰）认为是秋月家的所为，因此向金田一（古谷一行饰）请求调查。金田一来到村子，捡到了义眼，并在感到不祥的胸闷的情况下，与河合警部（谷启饰）一起展开了调查。
